Estevan city council gave first reading to a pair of bylaws at its meeting on Monday night.

The first is the solid waste utility rate bylaw, which governs the rates at the city’s landfill. The bylaw establishes fees for the items dropped off at the landfill, ranging from landfill tipping fees to dead livestock and small animals, and mattresses to household appliances.

Mayor Roy Ludwig said the increases will allow Estevan’s rates to be competitive with other small cities in the province. There is also work that needs to be completed at the landfill that can now move ahead.

The bylaw not only includes increases from 2018 to 2019, but it also has rates for 2020 and 2021 as well.

The fees for services bylaw, meanwhile, governs the fees that the city charges for many of the services it provides to the public. These range from the fees for facility passes and rental rates for leisure services sites, to the fees for some of the administrative services.

The bylaws will still need second and third readings before being approved. Those will come at a future meeting.
